Professor Otokpa Chris Agada, the Nigerian Content and Training Manager of Kaztec Engineering Limited invents a model which has the capacity to expose every covert practice by companies operating in the Nigerian oil and gas industry.

As the federal government makes concerted efforts to clean the oil and gas industry of corrupt practices especially in the area of non-compliance with the Oil and Gas Local Content Act of 2010, a new model has been introduced to help fasten the move. The model known as the Universal Discussion-Input Model or the Otokpa Agada Model was invented by Professor Otokpa Chris Agada, the Nigerian Content and Training Manager of Kaztec Engineering Limited. According to him, the model has the ability to expose every covert practice by companies operating in the Nigerian oil and gas industry.

Agada believes that it will give a quantum leap to the Nigerian Oil & Gas Industry. It can also be applied to all departments, parastatals, and units of government, and even the private sector.

The model was put into its first public test at the recently concluded 4th Practical Nigerian Content in Yenagoa, Bayelsa State. Agada who served as the Chairman of the special session on Industry Review in the epoch making event, unveiled and applied the model to the efforts of the Nigerian Content Development and Monitoring Board (NCDMB) under the leadership of Engr. Ernest Nwankpa. He applied the “Discussion – Input Model’’ to the Human Capacity Development Session with strict reference to the Articles on the NOGICD Act 2010. Far reaching results were obtained as feedback that will give specific areas of attention to NCDMB for tackling the bottlenecks in human capacity development non-compliance in the NOGICD Act. To Agada, the results from participants were quite revealing on compliances with the Act.

NCDMB has been working round the clock to ensure compliance to the NOGICD Act. The industry has witnessed some growth in in-country manufacturing, more participation of Nigerian players. The Human Capacity Development – the session chaired by Agada examined all the Articles impacting on human capacity development in the NOGICD Act.  The true score card on human capacity development came as Agada unveiled and applied a model developed by him.

The model maximizes inputs into public discussions by participants in a public forum. It provides protection for contributors especially to sensitive issues. The model does not require source and name of contributor. Participants at the forum were free to make inputs into sensitive and confidential issues which ordinarily would not be discussed openly. It can be applied in all public discussions.

The model has two stages of development: the session hypothesis development stage, and the Input Process stage. The hypothesis consists of two or more statements so selected to expand the discussion on the subject matter into various areas. These hypotheses (statements) provide for wider coverage of discussion on the subject matter. Thus the application of the model requires that enough time be allotted for in-depth contributions from the participants which form the feedback. Questions that will generate the input are tailored towards unraveling the root cause(s) of the failure.

The Input Process consists of assigning some pieces of papers to participants prior to commencement of the session. These can be in envelops which are collected at the end of the session. Inputs from each participant are analyzed to form the feedback.

The model is a combined   breed of the Ishikawa model and the Kirkpatrick’s evaluation theory but has the advantage of gaining access into sensitive results that would otherwise be difficult to obtain in an open discussion. While probing cause and effect impacts on the subject matter, participants make secret inputs by writing on the sheets of paper, the true cause(s) working against the successful implementation of the programme(s). Implementation of these feedbacks constitutes the basis for mitigating or eradicating the bottlenecks.

Agada attributes his contribution to the encouragement he receives from the Executive Chairman of Kaztec/ Chrome Group, Sir Emeka Offor who harps on patriotism, commitment and support for the transformation agenda.  According to Agada, intellectual assets abound in-country requiring tools, resources and opportunities to work on various challenges. The international innovative idea-generating award winner, a technocrat and former University don, said that the model is a contribution from Kaztec Engineering/ Chrome Group to the Nigerian Oil & Gas Industry. The Kaztec / Chrome Group has multibillion US dollar investments at the Snake Island Training Centre, Lagos and the Oraifite Vocational Centre in Anambra State which Agada is building up with a team of experts.

According to Agada, the Minister of Petroleum Resources, the Executive Secretary NCDMB and the Nigerian Oil & Gas industry players now have a tool to dig deep into the problem areas slowing down the speed of achievements in the oil and gas industry.
